Sheboygan Teacher arrested after playing on student's flute in her classroom


A special education teacher at Kettle Moraine Correctional Institute was charged Wednesday with felony sexual assault for allegedly having sexual contact in her classroom with an inmate half her age.

Nadine N. Minglana, 42, of Sheboygan, faces a maximum of 25 years in prison on a count of second-degree sexual assault by correctional staff.

According to a criminal complaint:

The inmate, a 21-year-old Milwaukee native, told a Sheboygan County Sheriff’s Department detective in late August that he and Minglana began having sexual contact in late spring or early summer. The two were alone together in Minglana’s classroom as part of his one-on-one educational instruction.

The inmate said they first kissed in the back of the classroom, and about a month later — around June — they kissed again, this time with sexual touching as well. Around the same time he said Minglana performed oral sex on him in the classroom.

Minglana, of 1530 N. Ninth St., had been employed for two years at KMCI, which is west of Plymouth near the Sheboygan County line. She has a salary of $42,237.

The inmate is serving an eight-year sentence on felony counts of first-degree recklessly endangering safety and possession of a firearm by a felon. He was sentenced in 2008 in Milwaukee County Circuit Court.
